This issue could be to do with a certain permission on the device. Check the following setting is applied:
The “Allow log on locally” setting specifies the users or groups that are allowed to log into the local computer. This policy can be found in Control Panel > System and Security > Administrative Tools > Local Security Policy > Local Policies > User Rights Assignment > Allow log on locally.
When viewing the Allow log on locally policy Properties:
- Press Add User or Group > Object types.
- Ensure that Groups is checked and press OK.
- In the Select Users or Groups Window, type Local, then press Check Names.
- A new window should appear with a list of objects matching your entry. Choose Local account and press OK.
- Press OK > Apply.
This should add the local user group to the list of objects allowed to log on locally and allow you to open all apps without further issues.
